Do cards from last year's hall of fame come back ?

I don't think I fully understood. Since Ice Block, Coldlight Oracle and Molten Giant are rotating out, does that mean that Azure Drake, Ragnaros the Firelord and the rest..are coming back into standard mode ?


Please help.
